○ 주요내용
– 2010년 기준 전 세계 인구의 15%인 약 10억명이 다양한 장애를 겪고 있음(1970년대에는 전 세계인구의 10%)
– 이 중 약 2억명이 중증장애인이며 장애아동 수는 약 9500만명임
– 장애인구 가운데 청력손실 인구가 1억2420만명, 망막굴절 이상이 1억2190만명, 우울증이 9870만명 순으로 많음
– 장애인구 증가 원인은 평균수명이 길어져 병에 약한 노년층이 늘었고, 당뇨병, 심장혈관질환, 암, 정신질환 같은 만성질환을 앓는 사람이 많아졌기 때문. 앞으로 장애인구는 계속 늘어날 전망
– 소득이 낮은 국가일수록, 남성보다는 여성이, 청장년층보다 아동과 노인층에서 장애인구 비율이 높음
– 장애인은 비장애인보다 의료서비스를 3배나 많이 거부당함
-고용률은 경제협력개발기구(OECD) 기준 비장애인의 평균 고용률 75%보다 한참 낮은 44% 수준
– 장애아동은 비장애아동보다 학교교육을제대로 받지 못함
– 그 외에도 장애인에 대한 낙인, 치료 후 사회복귀 서비스 부족, 불편한 교통수단과 건물등이 큰 장벽으로 제시됨
– 소득이 낮은개발도상국에서는 특히 장애아동들의 상황이 열악하여 인도의 경우 장애아동 중 10%, 인도네시아는 60%만이 학교교육을 받고 있음
– 세계 150개국은 장애인 차별을 금지하는 장애인권리협약에 서명하였으며 이 중 100개국은 장애인권리협약을 국내에 적용하는 법적 근거 마련
